The village was founded in 1898, when a post office was established there. Cicero is named after the Roman statesman and orator Julius Caesar, probably due to the similarity of the names.
The area around Cicero was originally inhabited by Native Americans. The Omaha Nation and the Sioux made use of the nearby Platte River when the area was first settled by white settlers. The first settler the village of Cicero was Reuben Westover, and the first postmaster was for Cicero was Lyman Grover, who served in that capacity from 1898–1923.
