Sutta. Ma. U. Papañcasūdanī-Atthakatha, Bahudhātukasuttavaṇṇanā's translation :
The description of "It is impossible that a woman should be the Universal Monarch": Because the woman can't grow with The Thirty Two Marks of a Great Man, such as Phimosis, etc. The woman can't has seven gems, such as woman-gem (the precious woman). The woman's body can't be the biggest body of all human. So, Buddha said " It is impossible that a woman should be the Universal Monarch".
Actually, I don't want to answer like below because the feminists have resisted me before on my reply of some topic like this. I never want to attack anyone, buddha as well.
Sutta. Ma. U. Bahudhātukasuttaṃ:
Whatever fears, misfortunes and dangers arise, they all arise from the foolish not from the wise ... Therefore bhikkhus, to become wise inquirers, you should train thus.
...
“Venerable sir, saying it rightly how is the bhikkhu clever in the possible and impossible.” ... It is impossible that a woman should be the Universal Monarch It is possible that a man should be the Universal Monarch.
...
“Ānanda, call it, the Discourse on many elements, or The fourfold circle, or The mirror of the Teaching, or The drum of deathlessness, or The noble victory in the battle.”
That context is the same of Sun Tzu's clauses:
if you know your enemies and know yourself, you will not be imperiled in a hundred battles; you will not be imperiled in a hundred battles; if you do not know your enemies but do know yourself, you will win one and lose one; if you do not know your enemies nor yourself, you will be imperiled in every single battle.
The context is about the best no.1 winner (cakka-vatti/buddha/arahanta/etc.,) vs the ordinary (the follower). So, we have to look about the qualification of the best no.1 winner.
Remember: Buddhism never against female to be the best, if everything (everything is everything, everything is not something) of them can compare to the male. But by the science, history, environment, etc., it is quite harder than the male.
Don't let me answer it by myself, because I can be killed by the feminists.

Actually, it is from tipitaka, Sutta. Ma. U. Bahudhātukasuttaṃ , not atthakatha:
It is impossible that a woman should be the Universal Monarch It is possible that a man should be the Universal Monarch.
It is from Mahidol University Application Budsir The Pali Tipitaka in Roman Character Volume 20 page 36-37.

Per the List of Abbreviations, "AA" might be "Manorathapūranī, Anguttara Commentary, 2 vols. (S.H.B.)."
This catalog claims that:
I don't know that (I doubt whether, but I haven't searched) there's an edition free online.
Google Books shows a limited preview of e.g. the Pali eBooks (e.g. here).
