The correct answer is option 2. You count the nights you want to sleep in the hotel. The check-in/check-out times in this scenario are largely irrelevant.
So arriving 20th July and needing a bed that night through to and including the night of 27th (prior to check out on 28th), you book from 20th to 28th = the nights of 20, 21, 22, 23, 24, 25, 26, 27th = 8 nights.
Booking option 1 (check-in 20th, check-out 27th) would leave you without a place to sleep on the night of 27th.

Normally the dates you select are those on which you want to check in and out. You want to check in after your plane lands, that is the 20th of July. You want to check out before your plane departs, that is the 28th of July. I do not quite understand why you believe you should be booking only until the 27th when you clearly want to stay until the 28th.

The correct answer is from July 20 to July 28. Those are the dates you arrive at the hotel (the check-in) and the date you leave (the check out-date). You will leave your room before the checkout our (12P) since you must get to your flight ahead of time. If you had an evening flight, then you could ask for a late checkout (for a fee, subject o availability) or leave the room by noon and spend your time elsewhere. Therefore, the date of your check-out, you will not sleep in the hotel.
The best way to understand is to image you had a short one-night trip, arriving on the 20 and leaving on the 21. You would need one hotel night, so checking in on the 20 and checking out on the 21. The hotel would charge you one night, as expected. It would not be possible to book from the 20 to the 20 and sleep the night (there are actually Day-Room bookings if you were going to leave in the same afternoon as you arrived).

As others have said, thereβs absolutely no doubt about it: you want to get your room some time on the 20th (the day you arrive) and want to keep your room until some time on the 28th (the day you leave). So check-in date is the 20th and check-out date is the 28th.
Thatβs 8 nights:
If you book from the 20th to the 27th (7 nights), you have to leave on the 27th before check-out time (12 noon), so you would spending the night from 27th to 28th in the street.
If you were leaving at 1am on the 28th then it would make sense to check out on the 27th because you would need to be at the airport late on the 27th. But this is not the case here.
Check-out date is not the date of the beginning of the last night you spend there (which is indeed the 27th), but the date you actually leave.
