I consider both flags to be black-white-red and not blue-white-red, which makes them the colors of the merchant marine of the Norddeutscher Bund, Kaiserreich, or Weimarer Republik. The relatively modern design of the barge or small tugboat excludes the Norddeutscher Bund.

With hhm’s probable identification of the Michaeliskirche, this would be Hamburg about a hundred years ago or perhaps a little more.

The church in the picture looks pretty much like St. Michael’s Church, Hamburg.
