Only MHA Foreigners’ Section has the provision to remove the name from black list. If you obtain a visa from Embassy but your name is not removed from the list, when you land, the Airport Immigration officer will deport you back even if you have genuine visa. Daily several passengers are getting denied entry and sent back on the same return flight.
The ‘blacklist’ of those who reportedly violated visa rules or engaged in ‘undesirable’ activities during their stay in India are part of the Bureau of Immigration and Ministry of Home Affairs records, and direct contact with either or both will help determine what, if anything, you can do.

Do I need a Indian immigration lawyer to do this?
Yes, I’d talk to an immigration lawyer and have them try and sort this out. Any advice we might give here would be insufficient for such a complex situation.
You need to apply for removel to ministry of home affairs , foreigner department in delhi, only they have powers to remove your passport from blacklist..
Immigration lawyers won’t help. You might be able to convince the high commission in Dhaka, if you have proof that you had a medical problem that prevented you from leaving on time. There are cases where the foreigners office has been able to help visitors with temporary visas, if they face an emergency like a stolen passport.
